RedMatter Solutions is seeking a seasoned Program Manager to plan, organize, and coordinate the project lifecycle for technology infrastructure projects, including server, mainframe, storage, database, and network technology lifecycle management for a government customer. The Program Manager will oversee projects from initiation through implementation including phases such as planning, execution, monitoring/controlling, and close-out. They will establish project requirements, priorities, and deadlines, manage, coordinate, and establishes priorities for complete life-cycle of projects including the planning, design, programming, testing, and implementation of solutions designed to meet the project requirements. They will determine project needs and acquire resources required for the success of the project. They are expected to design project plans which identify needs and define major tasks and milestones, based on scope, resources, budget, and personnel. They will manage the agreed scope of the organization's solution projects and provides innovative solutions to complex problems for the purpose of increasing the speed of development and change and of driving the achievement of business objectives, and they will coordinate solution planning for offerings, head a solution team, utilizing strong technical leadership and ongoing coaching of direct reports.
In addition, the Program Manager will:
- Direct technological research by studying organization goals, strategies, practices, and user projects
- Oversee the development of solution roadmaps of the overall vision that underlies the projected solution, transforms that vision through execution into the solution, and assures projects meet the quality requirements.
- Establish project requirements, priorities, and deadlines.
- Coordinate solution offerings, head a solution team and acquire the required support the various disciplines external to the team as needed.
- Utilize strong technical leadership and ongoing coaching of direct reports.
- Fifteen (15) + years of experience in supporting Information Technology as a Program Manager, Deputy Program Manager, or Senior Project Manager.
- Strong technical understanding of Information Technology, Identity and Access Management, and AWS GovCloud systems and services for the areas of work contemplated in the PWS.
- Project management proficiency with the knowledge skills, tools and techniques required to implement the services comprised by the IT Infrastructure Library (ITIL Foundation). A Project Management certification (such as PMP) is mandatory. Managing agile development teams and understanding how any enhancement, defect, or other request impacts the architecture of the application.
- Required obtain a Non-Sensitive / High Risk (Public Trust) security clearance (Tier 4/6c).
- Expert knowledge of recent technological advances in computer science and engineering.
- Excellent written and verbal communication skills, including experience in presenting material to senior Government officials. Ability to interact and communicate with key managers and functional experts including internal service delivery teams, client project teams, external service provider project teams, and subcontractors to understand the current environment, the contract requirements and proposed solution; and to develop and gain approval for project scope, schedule, cost, and quality management plans to implement technical solutions.
- Demonstrated experience in executing, monitoring, and managing projects to successful, high- quality and on-budget completion.
